Manuel Rocha children-Former American diplomat and former United States Ambassador to Bolivia, Victor Manuel Rocha was born on October 23, 1950, in Colombia.

Rocha started working for the US Department of State in November 1981. From December 1982 to January 1985, he was employed as a Political Officer at the US Embassy in Santo Domingo, Dominican Republic.

Rocha held the position of Deputy Chief at the US Embassy in Buenos Aires from July 1997 to November 1999. He performed service in Italy as well.
Rocha was sworn in as the US ambassador to Bolivia on July 14, 2000, following his appointment by President Bill Clinton on June 14, 2000. On August 4, 2000, he gave his credentials to Bolivia’s president. He held the position of ambassador until August 7, 2002.
According to the State Department, he and his spouse, Karla Wittkop Rocha, had two kids when he was appointed ambassador.
Morales’ Movement for Socialism party has been credited with receiving more votes in the 2002 Bolivian general election as a result of Rocha’s statement, which he gave weeks before the election and threatened to shut off US aid to Bolivia because of Morales’ backing of the coca growers movement.
Rocha is a participant in the New York Council on Foreign Relations. He is a member of the International Advisory Board of the University of Miami. He has also served on the advisory board of the University of Miami’s Cuba Transition Project and as a member of Henry Kissinger’s International Council on Terrorism.
He serves as a special advisor to SOUTHCOM’s U.S. military commander. For Arcos Dorados Holdings, the business that owns and operates the majority of McDonald’s restaurants in Latin America, he served as director of government relations.
He was the president of Barrick Gold Corp. Pueblo Viejo in the Dominican Republic and a Senior Advisor on International Business for the American legal firm Foley & Lardner LLP, which has its headquarters in Miami.
In September 2023, Rocha was employed by the marketing and communications company LLYC as a Senior International Business Advisor. Rocha’s job was terminated upon learning of the criminal allegations brought by the US government against him for serving as an unauthorized foreign agent on behalf of Cuba.
Rocha was detained on December 1, 2023, in Miami, Florida, where he was residing. He was accused of working as an unauthorized agent of the Cuban government and using false pretenses to get his US passport. Foreign government operatives are expected to report their activities to the US Attorney General and Secretary of State.
